I can make it so the tech unlocks if you've completed that quest, regardless if you completed it before or after installing this mod

So, I think the issue is not with either of the mods, but it's that you downloaded the mod in the middle of a playthrough (I assume). I set it up so that the tech is available after you complete the dash training course from the Tech Scientist in the Outpost, so it would make sense that it doesn't show up if you already completed the quest before downloading. For now, you can use the commands "/admin" "/maketechavailable d-dash" "/admin" but I may try to fix it in the future.

While playing as the Saturnian race, this tech doesn't show up, and its probably the Saturnian mod's fault, not this mod's fault.

Any chance of a tech that's like Rocket Jump, but can be charged to go further and maybe boost melee damage at full charge?
