I heavily disagree. If this had been the case during the medieval period, than why didn't the Visigoth proclaim themselves as Emperor of Hispania?
If the Visigoths & Ostrogoths had untied into a single Empire, which I believe from a video I've seen was an idea, then their claim to being Emperor would've been recognised & then maybe we would've had a Gothic Empire claiming to be the legit Roman Imperator.
A realistic addition to the mod where through dynastic marriage one can claim to be Imperator if they're married into the Imperial Family if the HRE or ERE.
It'd have to grant a whole new trait to characters that is somewhere inbetween the Augustus trait & the Sayyid trait which can be degraded to claimant status, once the dynasty & the people married into it no longer owns a Roman Empire.

The Great Kingdom title is just a name for an empire tier title, unless there is a different name with higher priority for what is usually a cultural condition of the holder. The High Kingdoms and Great Kingdoms are called that way no matter the culture of the holder and the "High King" / "Great King" has to take priority over "Emperor", otherwise it would not work. Once you hold two empires the one with the special name takes precedence, no matter what your primary title is... as far as I understand it at least.
I would recommend either disabling the mod for specific playthroughs where this collides, not actually forming further empires from the changed list or as a possible workaround get the mod Title manager, find an empty empire tier title (not part of this mod) and consolidate it with the problematic title, create the new title and rename it via title customization.
Probably easier to just ignore creating new titles or disabling the mod for that playthrough though.

Otherwise I can never create those two empire titles if I want to be called emperor of the roman empire? dsont seem right:P

There is no need to write all the code inside 'culture_titles' unless the file name is 'culture_titles_l_english.yml'.
I am actually using your mod, changing the file name to 'GKHK_culture_titles_l_korean.yml' and translating only the necessary parts.

Well I do think I have to actually. Because "Great Kings" aren't defined in the culture_titles_I_english file, so just using it in the flavorization file would do nothing as far as I can tell.
Better compatibility can be achieved by simply modifying the 'flavorization' that only this mod uses.

And for a simple French translation, you can put "Haut Roi" or "Grand Roi".
It could be interesting to go so far as to suppress all the empires of Christianity except those of the Roman Empire (which will only become Holy and Germanic at the end of the Middle Ages) and that of Basileía Rhômaíôn.
And so, if it is possible, to have decisions (for example for the Scandinavians) which would merge kingdoms into one.
I advise to see the mod (French) "REX IN REGNO SUO EST IMPERATOR" for CK2.
But sure having a nice compex system, where one would transition from High King to Emperor after challenging the current Emperor(s) claim would be a cool thing... but it would be a huge departure from this lightweight mod, and I imagine it would also be quite hard to make (from the perspective of my low level of modding competence) so I am afraid you won't find that here.
AI non christians could seek to change their titles depending on their government type, authority, etc.
As far as I understand, multiple kings used the title of emperor, but only one had himself actually crowned one is what I meant.

That is very interesting, thank you for sharing this information. From what I can tell from briefly looking at it, it seems that the usage of the imperial title wasn't very regular though and it seems that only one king actually had himself crowned emperor. Anyway I will keep the title of Hispania as a Great Kingdom in this mod.
It might be a little hardcore to people who don't know that much about medieval history so I personally can't see that happening in vanilla. However one can always roleplay all of that.
If the Pope rejects your Empire you have a series of events that can Either lead to war with Pope and HRE, or simply ignore him altogether and found a "New" Imperium in the same vain as the Gallic Empire.
Well, I am afraid I don't really know how I would do that I am really an amateur modder. So I am afraid I won't make that kind of patch, sorry.
