I did unlock the 2nd level tradition that allows you to form Federations

@maayanmagal For some reason, the mod doesn't allow me to form a Federation, it says you need the Federation Tradition even if you have the Tradition unlocked, I am unable to invite either my vassals or another AI tag because of this

I can do research treaties, commercial pacts etc just fine, it's just the Federations that are affected

Espionage is not possible. I can't build spy network, the menu point is missing in the diplomacy menu. (Stellaris 3.0.3)
