Why this one requires same amount of research? And still gives same trench

I had an odd experience. In a game this worked perfectly. Then in another my pawns couldn't fire over it and when they could later, the enemy was the one in cover.

Is this mod is just a buff to a new type of barricade and the trench look is cosmetic or is there more to it?
