I don't plan to do anything with this mod. You can use XSkin or Weapon Skin Replacer to reskin existing weapons into this one.

No. You can give it to yourself with console commands, though.
You can configure it into a buildable weapon using Template Master, but it's not exactly newbie-friendly process.
It upgrades into a regular magnetic pistol. After that you can upgrade it to beam or whatever the magnetic pistols upgrade into with your mod setup.
though this is my fist time using console commands on Xcom
You may need to use this command to get the primary version of the revolver :
AddItem IRI_NoahRevolver_Primary 1
AddItem IRI_NoahRevolver 2
Or is it sufficient to use Primary Secondaries to get a secondary version of the revolver ?
