Mini: Sorry for the late reply! It affects all vanilla pets, including the DLC ones.
To change the stats of vanilla pets, I had to change the entries for their "categories". Like, panthers, tigers and sabretooths for example all get their stats from the same place - an entry called "Cat" in the stats table. Any pets from other mods that also use the "Cat" entry as their bases will thus get the same buffs. That one can't be avoided sadly. The only way around that would be either to have every single modder switch their stat base, or to remove the pets you don't want to be buffed from your itemTable completely. That part is actually easy, but it means those pets would not be available at all.
But I'd be very happy to instruct you in how to make and maintain one with lower values for your server, it's easy. :)
It seems to have buffed the AoC pets as well, was it intended? I have a Scourge Hound with 32k HP rn.
If you don't run AoC, I'd definitely keep the premium once out of the game (they are admin spawn only), those would be waaaay OP.
As far as a config panel goes, I'll have to disappoint you: I could likely learn the UI, but modifying the datatables on which the stats are based, at runtime (so not in the mod, but on the server while it is running), is far above my paygrade.

Indeed it's theoretically possible, but I not without Espen's cooperation, and even then that could be a bit overpowered.
@Mr Tickums: The buffs affect any pet that uses the internal stat bases in the pet category. That means as examples: Yes, Undead Hyenas should be buffed, since they use the normal "Hyena" category. But no, skeletons are not buffed, since they use the "Undead" category.
@Lilith: Sadly I'm no good for making original stuff :D
I hope to add some more pets in the futures, but only ones that Funcom has already provided (just never implemented).
@Lunaria.Lightpaw: They're not plague immune, all I changed was their looks and the basic stats. For the new pets you're talking about I lack the skills I'm afraid.
