It's for the game balancing. In-game will written 25, but in config it's actually 100. So if you want 80 in config should be written 360. Because in transport fever 1 person is counted as 4 person.

this bus holds 80 people so why only 20 in game?

This is one of the better buses, but 14 passengers is useless, could you at least offer some passenger number variants.

Capacity would be alot more useful at like 22.

14 ? This bus can easy fit 60.
Be that as a game and not real , you could make it 100.
