Report a translation problem
Update: I rarely use any mods in game. I was not aware that it was required to enable the mod from the in game menu (MODS section). Once enable it required a reboot and then it worked perfectly. So to summarize for the naive players (myself included)
1. Subscribe to the fix
2. Validate (from the properties for the game in steam)...
a. ...that it downloads
b. ...that it is enabled
3. Manually enable the mod from the in game MODS menu option
4. Reboot the game
After those steps it worked flawlessly for me

@Jake Speed: After subscribing, you have to go into the Mods menu once you start the game and enable it from there for it to work.
Yes I did subscribe
Yes I confirmed that it downloaded
Yes I confirmed that under properties for MW5 Merc that the workshop item (This is the only WS item I subscribed to) is selected (box checked)
Yes I have restarted the game (several times)
Just to confirm for anyone wondering, PGI now knows about this bug and has said it's a UI bug.
