So download .NET Framework 4.7.2 must able to solve this.

I believe this is because your friend didn't install the .NET Framework 4.6.1 runtime
Many duck game mods are also need it. like DWEP
All windows 10 devices should have it installed by default. But seems your friend is still using Win8.
Your friend can download .NET Framework 4.6.1 from Microsoft Official Website:

All of us have the same modlists, but only him have the problem.
We tried every solution you suggested.
It may caused by incorrectly configured client mods.
Some of old client mods will modify ModHash property or something affect ModHash.
And once ModHash broken you friend just can't join any of others' game.
And is there any non-client-mod after deactivate A.M?
Try to
1. Make sure all of his mod is installed from Workshop instead in local 'mods' folder.
2. Use same client mods
3. Try to join without client mods
4. Remove Github prerelease version of A.M from 'mods' folder. If he have downloaded before.
He can download the mod from steam workshop and he had no problem with that, but even then, when trying to join the lobby the mod keep downloading over and over again as if he dont had it.
It sounds like your friend is having some issue about downloading mod from Steam Workshop.

And since you and most of your friends can install this mod without any problem.
I think it's because your friend has some network or steam client problems.
Try to
1. Restart Steam
2. Change Steam Download Region
3. Disable VPN (If enabled)
4. Clear Steam Web Browser Cache and Cookies

I was playing with friends and most of then can join the lobby without problem ,except one, the mod keep downlopading over and over again (his words) and all of us have the same mod lists
Not sure if the problem is this mod but since we manage to play desactivating it, I assume it had something to do with A.M.
The source of this issue is because Duck Game will load Mods in the wrong way.
I have reported this issue to DG developer.
It should be fixed soon.

It seems you are using Steam Proton to run Duck Game on Linux based system
This problem shouldn't happen on Windows.
