By default you don't, like frag grenades you start out with them and never run out. Having to make vests is an optional setting as controlled by the ini file in the video.

I can't find the option to make one in engineering, should I be looking in Proving Grounds?

Does this really require C&CG OST and GLA VP? Don't get me wrong I love that game and its expansion Zero Hour. The GLA are my favorite faction. Hell I still play it to this day. I also enjoy having it for XCOM on the appropriate playthroughs. But it would be nice if the vest was usable without the requirements similar to the original mod for the vanilla game. Just curious. This is going in my favorites regardless. Thank you!
