I don't think there is a restriction on their spawn outside of the denominations they utilize. If they're the only ones enabled then they will typically spawn.

There should be a setting to affect scaling with health or unlink it from HP if you choose.

AFAIK there's only one valuation of Wumpa Fruit so that would be a lot of singular fruits, and no existing conversions for those to VTFs -- also they typically auto-collect after killing an enemy in the crash games so I feel like it'd be extra strange. Definitely possible to do, though.
might be a conflict from a different mod, or potentially you're not admin on the servers? try running it in singleplayer.

I believe since that addon overwrites the sounds that the other one uses, it should use those as well, unless you're experiencing it not doing that?
If you have it set up with DarkRP then you can use DarkRP commands to do it, otherwise, it's in their network vars and you'd have to write a snippet to do that from the server.

if there are models out there or someone has gone through the trouble to convert the sprites into textures source can use, it's possible but not planned
I don't think I tested a situation where a single denomination had multiple drops, but, if you message me and show me your config I can see what sort of changes I might need to make to facilitate that.
I am aware health is a factor in this process.
The mods that are compatible are listed in the description under Compatible With , as in, it will work out of the box as long as this mod sees the other one. This mod is already compatible with DarkRP if the admin configures it.
If someone made a new currency compatible with the rest, then it should appear under Utilities > Admin > Lots of Currency where you can configure hp/armor/which packs are enabled.
