Not exactly, conscripts were the remainder portion of the World's armies that had to surrender after the 7-hour war, so while they were still humans like Civil Protection, they were highly trained in combat and experienced, therefore they were put to guarding duties in key areas, just like the Air Exchange chapter wouldve shown
No the conscripts I'm pretty sure were basically the early metropolice but more crappy.
They were allied with the combine but they were crap in training and equipment.
Although I'm pretty sure there were some conscripts that broke apart from the combine and joined rebels.

Yeah, the issue happened to every workshop with a "discussions" page on them. I guess it was a Steam bug, or something.
So, for some reason, I cannot enter in the Bug report discussion. Saying it was Deleted, but anyway, the SMG3 and OICW are appearing.
