Yes, then it would be needed. It might pop an error about missing a dependency, but it should still work since the changes are identical.

It is not needed with the UPK, because UPK didn't use that part of T&F.

Does this work if I have the Unofficial Patches for Kenshi which includes the tweaks and fixes mod?

Kinda necroposting, but it reverts the change made in Tweaks and Fixes that either gave fogman a better quality weapon or a different weapon.
It was causing conflicts with Hives Expanded, because it gives fogman unique weapons and weapon grades
