I don't believe so. She's like 160k IIRC. That's on the higher end, but you can easily have that when fighting the DWG. My preferred "Starter" flagship is the Resolution, at 200k. I might go around with some 40-60k units at the very start but something like this is pretty easily affordable in the current FtD economy, especially if you do even a bit of capturing.
