The H.E.V suit is more than just metal, with an advanced weapon selection and much more, it almost certainly counts as a machine rather than a suit. Basically think of wearable tank armour outfitted with motors.
The P.C.V suit is backwards compatible with H.E.V chargers and is built by Black Mesa, therefore P.C.V suits are for more than just durable bullet proof vests. There for they allow soldiers comparable feats to an H.E.V operative.
Similar to how zombines are made, the P.C.V's abilities allow for extra mobility and agility in a zombie marine.

I don't know how modding this went but I believe fixing the problem would be possible by porting the original "leg got shot" animation to the pack of zombine animations
I'll go and test it anyway.
