Couple years later but to answer "how do I get the traffic lights on the opposite side" you can either delete the road and draw from the opposite direction, OR replace it with a one-way road, then right-click it to flip road direction, then replace it with the original road type. Even though we can't "flip" two-way streets, they do have a direction which determines where the lights go.
