Sorry about that.
Which for the Soldier class, doesn't really show up until the Resistance Kelvar Armor is equipped, but also potentially could happen when Plated or Powered armor are slotted in.
Tested just now both in a new game & in character pool and the cosmetics show up just fine for standard armors. I'm unaware of what the "Resistance Kevlar Armor" is - is that a DLC Armor? - but if it's different from the standard versions of kevlar, plated, and powered armors then that would be why the cosmetics aren't showing up. Amending your config to include those respective armor templates would fix it. Hope that helps.
I tested against a clean WOTC and LWotC (with only its required mods + This one) and can 100% reproduce it.
I haven't advanced to Plated or Powered yet (but suspect they'll be affected too), but can EASILY be checked by kitting a soldier with "Resistance Kevlar Armor", and then trying to customize their Torso.
Torso selection then becomes bugged/behaves strangely and loses entries (Except for the ones from this mod).
Cause: [PartType="Torso"] doesn't like "bAnyArmor=true" flag in it.
Every other PartType absolutely loves "bAnyArmor", just not "Torso".
You can also test by switching the WOTC file versions so that the 1st of each (RA/TA/SA) is bAnyArmor (; the rest), it'll happen in the Character Pool as well.
I have re-written the INT and both the INI files to fix this, for anyone interested.
Those COD mods are great, but they are not very friendly to my hard drive.
