"Oddly enough I can play this on the latest patch by making the pak file in lowercase. Some mods this tricks works I am not sure what it is but something with the scripts and the pak having any uppercase letters is causing CTD's"
sadly it only makes you able to play the game, but the "OP" values are not enabled.

It's possible to buff only certain units, but not only for the player. One way around it is using a mod like that only when you're playing a campaign with that faction. You can just disable it when you're not.
Most only for the player mod stuff has a blanket effect on all units or characters or settlements etc.

Check the mod description to see what it affects and if it's the same thing in 2 mods, you don't need 2 of 'em :)
