I don't think so, I've never seen a mod like that.
It takes 1 month in-game for hair to grow 1 lvl.

In vanilla, if you have scissors, you can cut your hair and not worry about it for 31 days.
Beards are 7 days I think.

is there an option to slow the hair growth somehow? Like a mod or a parameter that is responsible for this feature?

Yes, beard takes one week to regrow, and hair takes a month.
This is a vanilla feature :)

I'm seeing Arsenal 26 overrides this mod for some reason? I'm not sure why that would be the case but I definitely cannot cut my leather gloves up despite having a hunting knife.

Duplicated context menus aren't an issue for me or the servers I've seen the mod running on, so I'm afraid this mod isn't the issue.

It should be already, if not, then the fault lies with the other mod you mentioned.

This mod makes use of tags that enable it to do things.
In example, I could change it so a pair of scissors could be used as a sledgehammer.

If Improved Hair doesn't work with this, then the author did something funky with his hair mod.

I have a cleaver but there's no option to cut jeans and I have boots and it says "need scissors" I tried equipping the cleaver as well. Not sure what I'm doing wrong.
