I think I've installed the whole pack, and now I don't like how small stations at tiny mining outposts are laden with copious supplies of Electronics et cetera.
An idea I had looking over the system here is that hard individual good limits would help as well. Combine this with individual good limits (and request number under that) if surplus arrives it is shipped (but not if the other side is also surplus) if the stations are not at their requested quantity they perform this simple balance.
Hard individual good limits would make the system properly robust.
