My guess would be no, but obviously I cant be sure without more information from you. The easiest way to check would be to unsubscribe the mod and see if things improve.
I would recommend running my Transfer Manager CE mod instead of this one if you are having issues with your garbage trucks as not only does it work substantially better than the vanilla transfer manager but also provides lots of tools to help diagnose any transfer problems.
I highly recommend running Transfer Manager CE (my other mod) to solve that issue.
Call Again was written to fix a specific issue in the vanilla transfer manager, whereas the Transfer Manager CE mod is a complete re-write of the whole system and improves on a lot of issues in the vanilla transfer system.

Im always a fan of minimalistic mods that just do whatws needed.
I was thinking about this mod for my issues where I isolated a campus so that it only uses the campus security, via saying SOS cannot cross connecting roads (TM:PE). What this means is that if a call to sos happens outside the campus they despawn endlessly because it can't use the road, but nothing else comes within the campus. Thanks!

Might I suggest checking out my other mod Transfer Manager CE, as it now has sick handling capabilities that substantially exceed this mod as well as improved handling for lots of other goods and services as well.
My city developed that issue where ambulances just randomly stopped picking up sick people. My traffic flow was decently high even during rush hour, and all of my city showed up as green in terms of medical coverage. I also had no such problem during an earlier period in my city's development, with mostly the same layout. So I don't think it was due to bad design.
I periodically would come back, get rid of obsolete mods, and update to new ones. But this lingering issue would remain unfixed, which would result in me leaving again.
This time, after installing this mod (and updating everything else, as usual), my medical network was back to working normally. Suddenly my hospitals and clinics are admitting lots of people, and I'm no longer facing a steadily growing number of sick people. The game is playable again.
Of course, I propose to help with the translation.

Sure, I could look into that for you. It's annoying when they fill up the train lines isn't it.
Sometimes you have to unsubscribe then re-subscribe. Especially when it is a localisation file that changes as the Steam algorithm doesn't detect that as well as the actual mod changing.

It is an option in the settings that is OFF by default.
