Just FYI, the party hat doesn't fit the gnome's sprite properly, it just hovers over his head. So whenever an NPC throws a party that'll happen

The issue was caused by a change made to town NPC textures in the 1.4.4 update, it should be fixed now. Since someone asked for a beard variant a while ago, I gave the shimmer version a beard. Let me know if you find any more bugs and have a nice day.
