The only difference I can see, is that in Steam folder the mod folder names are digits only, and when copied to Roaming I did name those folders by the name of the mod, for convenient mod adding... Could that be the reason?

Ceramic plates are there, in furnace, also all type of bottles, appeared ores of K, Zn, C, Cu, S, found treadmill as buildable... Still did not meet animals, but all the rest looks like being working as intended... This is the list of the mods I have in online launch:

That's in \Definitions\BaseResources\Ingots\Alloys, both available for producing in Laboratory... I've got both of them from grinding some components... If understand correct, Cobalt ceramic powder from ceramic rubble, looking like shards of cobalt ceramic plates, obtained from drop pods, which have some blast door blocks. From where came ceramic powder now can not say... Did not pay much attention, was grinding something to get some other stuff, like discharged batteries for Pb... So, we have 2 ceramic powders, and none plate manufacturing...
I'll try to make this world copy in the folder of saves, which starts when there is internet, and add the same mods. but from Steam folder, not from Roaming copied files... And see the result... I'll keep You informed :)

I'm no good in coding, but as I see, it's only about Cobalt Ceram plates...
Maybe the file is lost, you can try copy mod files again.
I should be home in January, then I can help you with logs sent via Discord, when played with mod files copied to Roaming/SpaceEngineers/mods, to determine differences between such playing and when the mods are constant online update...
Have such strange feeling, that ceramic plates are not present in D:\Games\steamapps\workshop\content\244850\2842844421\Data\Definitions\Components\Plates , accordingly all the modules which should be able to produce them have no place from where to take info about those ceramic plates. Also I did check definitions folders for other mods -- Stats&Effects, Core etc -- not found Ceramic Plate, only Cobalt Ceramic Plate...
To send You logs is a bit tricky. I'm on board of a ship atm, have VERY slow internet with 600 Mb/day limit of traffic...
You can enable this feature with a admin command:
/settings dismantlesettings.advanceddismantleenabled true
When enabled almost all components can be broken when grinded, and need to be repair in assembles.
You can also increase the quantity of lead on the planet using chat commands.
This command will add 3 times more lead :
/planet.oremap $generate add=LEAD,LEAD
But you must restart the game.
- Use grinder block to create iron powder.
- Use laboratory block to create steel powder using iron + carbon + sulfur powder.
- Let Refinery turn steel powder into steel ingots.

Wiki is not so updated as I wanted, but there are a good info there.
Discord had the info about the correct load order.
Maybe this is your problem.
The planet has a depth at which it starts to produce thermal energy, the deeper from a value (defined in the planet settings) it produces more and more energy.
At this depth you must build a thermal source block and place pipes to the surface where you must place a Thermal Generator to distribute energy to the Thermal Engine, the more thermal source the greater the number of motors will work.
