Major settlements:
T1 - 'Covert Chokepoints'
T2 - 'Back-Tunnels'
T3 - 'Chained Sentry Beasts'
Minor settlements:
T1 - 'Alarmed Tunnel'
T2 - 'Fortified Entries'
The garrisons mentioned in the description match those tiers:
T1 - Tier 1
T2 - Tier 2
T3 - Tier 3
So if you do not build the defense buildings, the garrisons will not change at all. My mods basically just improve the quality and amount of units the defense buildings provide, with exceptions for factions who do not have a defense building.
Also if you're adding it in the middle of a campaign, notice the "changes next turn".
