And as the mod description above, you can create a lunar base on the moon of colonized planet (e.g. Luna of Earth)
You can also create a lunar base on the moon of the gas giant planet, where one of the moons is your colony. (e.g. New Luna of Commonwealth of Man)

You can create a lunar base on 'Barren World' or 'Frozen World'
If you research 'Ceramo-Metal Infrastructure' technology, you can create a lunar base on 'Toxic World' or 'Molten World'

Perhaps more options for benefits from moon base other than the three shown. Based on system resources or the resources of the moon or planet it orbits. Like if living metal is in the system or maybe crystal,gas, motes?
