Had this problem too, but I believe it said that they basically didn't count as part of the empire so you wouldn't get state troops from them.
I'm getting spammed for a Vassal request by Nordland even after saying no, there appears to be no cooldown,.. I don't want to see Norscans this early haha.
I have an idea if you could that make the bottom "Summons The Elector Counts" ti summon visualized elector counts to Karl Franz too :D
It reminds me of EU4, where the Emperor of the HRE can eventually get a swarm of vassals comprised of all the member states.
The mod should be fine. Worst case scenario, load the bugfix mod after mine. I only changed the base game script to make a few tables global.
