Some rebalance required to make them a bit less powerfull, but overall at least I am able to rely on their hacks in tactics now.
my guess is you are using it alongside other hacking mods, which can mess with this mod.
This mod doesn't work on robots. Say it's 100% for the 2 options, but hacked robot acts as not hacked.
I still have to fight this shit.

Should I unsub "Hack Plus - WOTC" to use this?
It should work because of low intrusiveness. Personally for me it works perfectly fine with LWOTC and Vanilla old saves.
May be some mods of your own are in conflict?
No balance added, because need some additional data.
I have balanced for my own playthrough with max difficulty on LWoTC.
Also you can directly change difficulty for hacking in DefaultGameCore.ini by rasing values "MinHackSuccess" for each hack reward.
Or we can tweak variable, which currently hardcoded in mod. If you are interested in balancing - I can get in contact and explain you how to do it.
