Report a translation problem
In HUCON - https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3295227503 , which is a continuation of this mod, with new features including new building chains for Bretonnia, the problem is non-existent. I just checked, and the effects are regionwide, not provincewide. I recommend you move to HUCON.

Updated, though I don't know of any bugs in Brecon. If you find them, write them.
No idea. If it doesn't make any changes to Bretonnian buildings, it should be fine. Otherwise, you need someone familiar with the mod to make a patch.

I fixed it. You no longer need Empcon
I'll have this problem fixed as soon as possible, currently looking into it to find what's causing the crash.
And you're welcome, I thought the same, Bretonnia is extremely neglected and feels very limited when compared to playing as the Empire and more tedious, I sought to fix that to make it more fun and more streamlined as such. The good thing about the new update is that in part it eliminates the need for unit mods long-term because over time, with enough provinces, your units' global stat modifier is going to upgrade them to be strong enough to handle everyone they need.

I have Brecon, and Empcon both on and I'm currently playing, I also tested the update, latest screenshot was taken.
Most likely something else is the problem. Try to only launch WH3 with Brecon for troubleshooting
I loaded WH3 for the first time after the most recent update, I loaded WH3 with Brecon raw (no other mods). The game loaded fast, the campaign loaded fast and the battle loaded fast. It's most likely a mod compatibility problem. A big difference between Brecon and Empcon is that Brecon edits the main game directly to remove the support building requirements, it's likely that total conversion mods have tampered with them as well, and the contradicting files cause the game to crash on load. I don't play total conversion mods so you should ask their devs to identify the compatibility issue exactly
Possibly, you can try to turn off all your mods (just to be sure) and launch Brecon alone. Otherwise I'll do it myself once I can, and test it a bit.

Under which circumstances? On campaign? In battle? Or just by loading?

3. Perhaps a training chain, to increase factional melee stats by small margins (+1/+2 max per building). May make them mutually exclusive

Right now I have my hands full trying to make a mixu-compatible mod that gives minor settlements 8 slots. After that, maybe.
I was originally thinking about making a similar chain but with different stats for Bretonnia, but I can't seem to have any good ideas at the moment, so I imported the Empcon chain. I however have ideas for more buildings, so more updates will take place.
