Report a translation problem
This mod does a lot for the game's atmosphere, personally.
Most likely Steam hasn't updated the mod properly for you. Try unsubscribing from the mod, waiting a bit, then resubscribing again.
Said update contains pretty massive shader changes in regards to how winter visuals work, so it'll take me some time to patch the mod for compatibility.
I'll post a comment here when the updated version is available.
In the meantime feel free to remove the mod from your current playset to avoid graphical artifacts. You'll be able to safely re-add it mid-savegame after I upload the version patched for v1.16.
The effect is pretty cheap framerate-wise. When making it, I tweaked its parameters until it had basically no measurable impact on my RTX 2060 laptop using DX 11 renderer.
But YMMV, particularly if you have a much older machine.
That said, the mod is safe to add/remove mid-playthrough, so you might as well just try it out for yourself, and remove it from your playset later, in case you're not happy with it.

I'll update this mod within the next couple of days.
If a mod doesn't have custom shaders (check for gfx/FX folder), it should be compatible.
I haven't tested it, but I don't think RICE has any custom shaders, so there should be no conflicts.
There haven't been additional updates since 1.9.0 came out, because since then there haven't been any shader changes in the game requiring such an update.
I'm just not fully comfortable releasing them as a standalone mod, seeing how it would basically be a 1:1 translation of a Vic3 feature to CK3, something I don't know if Paradox would be entirely happy with.
Anyway, you can uninstall this mod anytime without affecting your savegame, so you can safely try it out.
