Yes, Elec made pack. However, he's stopped working on them and abandoned the project. Although they still work perfectly fine, they're is no guarentine that they will work fine in the future.

Meh, stuff like that happens as a modder. Sometimes, you're about to upload an NPC or a map, and before you know it, someone else beat you to it. Don't give up though, there is plenty of ideas that haven't been made or published yet.
