Yeah I think that the issue is with the NBC pouch and not the backpack.

I'm having the same issue, except with the NBC pouches. The work wround we found was put the nbc pouch in your hand, then put on head and face gear, the replace the nbc pouch back to a canteen back to it's orginal location and continue on. This may be something similar.

So I love these backpacks, but I'm using them on Namalsk and when my character has one equipped, he can't equip headgear at all. Anyone else getting this issue?
