For anybody about to leave a bad review. You need to manually install this mod, navigate to it's directory, then copy the files in the UI folder into the the main game's UI folder, make sure to make a backup though.

There are already experts in the comment area explaining how lightning effects work and how to remove them. Can the author take the time to revise it?

That menu is from Last of Us 1.

The way the flash effect works is that there are three images for the main menu: one that is normal, one that is the full flash, and an alpha mask for transitioning between them.
If you replace all three with the same image, it should render the animation defunct.

I seem to be able to remove the flash effect a little bit, but I still don't understand how to remove it all the way :/

I remember that other modders who mainly make menu background had solve this problem.I think maybe you could ask some of them about the method to solve this problem.

If I understand you correctly, you mean the flash effect (or something like that) ? Honestly, I do not know how to remove it. I tried to remove this effect and it turned out as it did.
