Alright, thanks to Bing (for once) - I found who created Storm PSR - it's made by HonestResolv3 (his account is now deleted) and Blast da' Lizard. They had similar to Olly style of thumbnails, so I've confused both of them, but I remember Honest made many CoD weapons and even Far Cry 3 Desert Eagle.

I believe the one addon you're finding is made by SoNearSonar, formerly known as KoukoCocoa, which I guess they removed all of their addons after being a part of Allstate's technology rotational program, and currently being a Full Stack Engineer.
