-install "vpkedit" (ask github about it, surprisingly it's not a thirdparty soft)
-go to "steamapps\common\Black Mesa\bms" and open "bms_misc_dir.vpk" with it
-go to "scripts/gameplay/weapons" and there you are!
Line responsible for fire rate is "cycle" "float" "X". The lower the "x" - the higher is the rate of fire.
It was kinda bugged for me and I couldn't edit files in the vpkedit itself, so I was extracting needed dmx's, editing them with ms notepad, finally deleting the original files and copy pasting modified ones. Backing up files is on you.
Max ammo capacity is here btw and vpkedit not required for it: "steamapps\common\Black Mesa\bms\cfg\skill.cfg"
