Generally speaking, I'd say there are four flavours of vanilla. Base game vanilla, DLC vanilla, Vanilla+, and developer

Base game vanilla is what you consider vanilla. Just the starter pack

DLC vanilla is no workshop content, but select DLC requirements. Some DLC is essentially base game anyway for most people, such as Mass Transit.

Vanilla+ will include some optional workshop items, such as a custom theme/LUT, or extra detail which isn't strictly essential for a map to feel complete, but won't break the map in its absence

Interestingly, the devs don't consider many of our workshop base game vanilla maps as 'true vanilla'. Teddy Radko style custom bridges, Bringer of Fire dams, or even just rocks too close to the road that it couldn't happen in the vanilla map editor are not acceptable in CC Map Packs, so I guess that would be the truest vanilla
