If anti-infantry, then definitively it should have The Hunger for more staying power and Aura of Chill to not let infantry escape so easy.
And that sonic roar hex? Even better to eliminate infantry as it, combined with the Aura of Chill, could essentially slow down infantry to a crawl, leaving them as easy prey.
I propose the following:
1. Buff it up to Tier IV.
2. Add three additional things to it to make it a tad better: The Hunger, Aura of Chill and a custom Hex skill that would further slow down and debuff enemies. A sort of sonic roar that would fit in-line with its lore since the Frostfiend, while diving down to hunt down their prey, unleash a terrible roar that would freeze the blood in a person's veins from the sheer terror it causes.
But those are just suggestions. It's your mod dude.

After 4.2 however, I think you need to adjust the tier it's recruited at, it's not a Tier V monster - CA increased the 3rd level of the Forest Building Chain to Tier V. After playing a long Kislev campaign, I think it's much better suited to be recruited from Tier III, both for the player and the AI
