Shell casings - Not possible unless you make a Source SDK mod, this mod won't work with HL2.
Debris - possible if there is a mod like that for particles.
Ragdolls - possible with the right autoexec.cfg commands.
Decals - also possible with autoexec.cfg commands.
So there are is your answer, I hope that helps.

Is it possible for this to be used with Half Life 2? Say, Half Life 2 MMod? I plan to do a playthrough of HL2 MMod with permanent shell casings, debris, ragdolls, decals, etc.

This makes use of an existing feature in Black Mesa, it's a simple script edit in one of the files. In the case of HL2 you would need to make a SDK mod and edit the source code of the game.

What method did you use to get this to work and does said method work on default Half Life 2 and its episodes? I've seen it done before with one mod for Half Life 2 but I want to know how it was done.

Could something like this work for HL2 and the episodes? I mean, theoretically I guess it could. But just putting this into HL2 won't do anything I assume?

Yeah, the Insurgency M4 has a custom shell ejection file to handle the custom 5.56 shell casings and magazine dropping

you can extract the file, edit it, and put it in your custom folder to make it function along with everything else in this addon

Using a different addon for the mp5 (That I believe does not replace it's casing and keeps the default vanilla ones) fixed the issue for those, atleast.

Yeah, unfortunately mounted guns casings will disappear, nothing I can do about that. And when it comes to the mod you described, the creator probably changed something in the QC file that affects shell ejection, if you can let me know if this issue persists with other weapon mods.

Seems like using a custom weapon (In this case the Insurgency m16) makes the spent casings disappear even when using this mod.
When this mod is loaded above the m16, it turns it's casings into pistol casings (That do stay forever on the floor however).
Also noticed that the casings of machine gun emplacements disappear regardless after a few seconds.

Ok, so for some reason .357 doesn't use the same shell system as the rest of weapons and you have to put this in your autoexec: cl_weapon_shellbrass_life "4096". Thank you CC
