I've put out an update changing the way the mod handles the configurations, so pretty much everything is default except for the skybox itself. I'll update my other mods in the upcoming days.
The config file is named Environment.sbc. You'll need to extract the mod's bin file using a program like 7-Zip in order to get to it. On my system, this mod's bin file is located at D:\SteamLibrary\steamapps\workshop\content\244850\304151033.
If you're talking about the "Screen Gunk Be Gone!" mod, unfortunately it looks like it is incompatible with skybox mods. Their mod is messing with the same files skyboxes have to use, one of which controls things like lighting.
If there is weird stuff going on even with no other mods active, I could take a look at the configurations. This mod was last updated almost 5 years ago, so some stuff could certainly be out of date.

All of them were taken with the vanilla config file with the listed parameters changed. A few other settings that are different in my old config file I didn't change.
There aren't any graphics mods included in this mod, per se.
When you use a custom background mod, the modder also has to include a config file that calls for where the background is stored. This config file also has to include most other graphics settings such as sun brightness, model LOD, and shadow quality. In all of my mods, unless otherwise stated, those graphics options are all the same as the base game.
If at some point the game dev updates that config file, it is up to the modder to also update those files in their mod. Otherwise some people can have issues such as the game crashing.

If you are simply subscribing to this mod, no, it will not work with DX11. Currently it is impossible for DX11 skyboxes to be released on the workshop.
I see you have a link to a cloud for DX11 skyboxes, but im using the mod ID to host it on my dedicated server. So does this work with DX11, or not?
Ahh, thanks for that. But I already switched to the on CRYTIS linked a few weeks ago.. I'll give you a thumb up though.
Sorry, I forgot to mention that. I did put out a patch yesterday setting the max speed back to the default. Back when I originally upped the speed, it was not possible to seperate the skybox from the max speed. Now, thanks to the scripts released at https://steamhost.cn/steamcommunity_com/workshop/filedetails/?id=380168871 , you can.
His Environment.sbc is out of date, but in game you probobly won't see a difference. Everything else looks the same.

I upped the max speed of small ships to 225 m/s, and large ships to 200 m/s. I experimented with large ships at 250 m/s but found that you are liable to fallout out of your ship. At the higher speeds it seems the physics will sometimes push you straight through the wall of your ship!
Mods that other people upload adjusting the speed of ships should work with this mod as long as you load the other mod beneath this mod. Some changes of my other skyboxes, such as where I have adjusted the rotation of the skybox or the color of the fog, will be undone after doing this.
If people want to experiment with the higher speeds, then I could adjust it. Or possibly upload alternative versions of the skyboxes.
The mod creator doesn't make any money off this, so there is no need for copyrights.
As far as I know this image was created by Spaceman, and simply inspired by EVE Online. I did not create the image, nor extract it from game files. This is simply a rehost of a mod found at the link in the discription above. If CCP where to ask me to leave a link to their website or something I probobly would, but I sincerely don't think they would have any problems.
The EULA mainly has to do with your conduct within the game. As far as I can tell nothing about using this mod would violate the EULA.
