I largely just use vanilla or Vanilla Expanded stats for weapons. Some weapons later in the tech tree are stronger (more damage or shots per burst) but are also more expensive.

I would say overall these packs do increase your power but it won’t make the game trivial.

Next is Cold War - China & Vietnam.

Not quite Soviet, but it will have the Chinese variants of the Mosin, SKS, AK, RPG-2, RPG-7, DPM, RP46, RPD, RPK, TT33, Makarov, PPSh, PPS-43, PKM, DShKM, and SVD, so similar enough.

USSR itself is planned for some point in the future.

They can spawn on raiders & visitors and also can show up with traders wherever they'd sell guns normally.

You don't spawn with them normally but you could easily add them to your starting colony with the scenario editor.

Is the only way to get these weapons by crafting them? As in do they spawn on foreign pawns, can you buy them, and can you spawn with them

It's actually a North Korean parade gun based on the Type 88 with a bolt-action grenade launcher. No one really knows anything about how it works. So instead it slings 40mm VOG grenades and 5.45mm.
