Every religious building and unit costs 10 times more gold to maintain, but it is not an option to not create them as they spawn automatically. -1 loyalty per turn in every city. Get denounced by a random civilization each turn, even allied ones. Every age is a dark age, historic moments are impossible to gain. Get access to two unique luxury resources: cigars and champagne, that have no effect whatsoever. Every diplomatic point gained is deducted the following turn. Cannot settle new cities, but can construct the unique improvement settlement in enemy territory, each settlement costs gold and must be garrisoned with a unit. If a settlement is destroyed, another one quickly appears in its place, requiring more gold and more units to defend it..
Again, context is key. If we can know the full story and the motive, we can come to a right assessment of the situation.
