After changing the load order constantly and restarting for a few hours, it now works as I can build any zones on my planets again (Should have been more specific as to where the issue lies). I think 4.0.20 might have something to do to fix the problem as this happened 2 days ago. Regardless, it works fine now, so I'm very happy to play this mod again.

@vermillion0 In my setup, I couldn't get the issue of not being able to build districts to happen when loading 4.0.20 data, starting a new game in 4.0.21, launching just this mod, or launching with all mods I had installed at the time. Any other info would be helpful.

A new bug has been discovered that you can't make any districts while having this mod active. Probably causes an issue with one or more mods, or a new update messed up the mod.

I've made some changes to Special Project rewards, so if you've started a game since the Vela update you can update to the latest version by checking the update log.
スペシャルプロジェクトの報酬について変更を行ないました。Velaアップデート以降に開始したゲームであれば最新の状態に更新できるので、更新履歴の方を確認してください。
