Most monaco maps focus more on madcap running than stealth. Running to get coins, running to break line of sight, running to save your dead teammate who ran but at the wrong time.
I feel that this map came closest to a genuine experience of stealth than any other map I've played so far. There's no running when you have Gendarmes ready to blast you with a shotgun, no running to the nearest wall when the nearest wall is a full 5 second sprint away down a long corridor.
The minimalist design (or lack of design, whichever it is) coupled with the huge open spaces works very well. It greatly emphasises the stealth aspect, overdecorating wouldn't have been appropriate tbh. All in all, I agree with you- its not perfect, but it is different from the traditional Monaco experience.
