@hansel: Its the opposite. Fort Maps will override it.

@SmugOwl: I do not support the splitted Old World Maps at the moment. To much work.

Do you have the Required Items enabled?
When I saw that the maps were recycled or out of position and some were even removed from the campaign (like the case of Skavenblight which is the same map as Hellpit) I ran to download the mods.
