Things don't need to be bright to stick out. There are tons of old cosmetics that are very popular that aren't saturated or bright, and a lot of saturated and bright cosmetics nobody uses because they're bright and saturated.
The issue is that for such a simple cosmetic it stands out too much from the rest of the model when that really shouldn't be the case for this. Even with the loadouts you've presented it has that issue. Just look at the spy loadout you provided.
