With that being said though, this is one of the better scarf cosmetics I've seen. If it was added with the adjustments suggested, it would eclipse all the other ones in-game IMO since all the ones we have are too bulky or too small.

I agree with Meatwad; it would look its best if it was less saturated, more specifically the blue should be in-line with the default blue of the Sniper's undershirt, and the orange/yellow should be in-line with the Engineer's glove and Heavy's Tough Guy's Toque. It's not bad now, but making that change would make it such a good loadout builder and bring it from a 6/10 to a 9/10 cosmetic for me.
Things don't need to be bright to stick out. There are tons of old cosmetics that are very popular that aren't saturated or bright, and a lot of saturated and bright cosmetics nobody uses because they're bright and saturated.

This is a good representation of what should be done for tacky items, which is to make a separate style for non-holiday times of the year, and it's neat that this has a style for both christmas and halloween. The item itself however really just seems to be a brighter and slightly simpler version of the merc's muffler, and the cozy coverup was added last summer and fits the simplistic scarf role already, so theres not much of a role for this cosmetic to serve compared to something more unique and less bland.

hey there. the point of any cosmetic item is to make your character stand out and be different from the regualr class outfit while maintaining key visual elemets such as team colors. if it all would blend into samey colored mess there would have not been a point wearing items at all

I don't think the usage of the cream spririt color works with this. Would be better if it was more of an operator's overalls kinda color, or just generally more washed out.
The issue is that for such a simple cosmetic it stands out too much from the rest of the model when that really shouldn't be the case for this. Even with the loadouts you've presented it has that issue. Just look at the spy loadout you provided.
