As an RBR devloper, yesish. Wether or not Theseus decides to update the mod in the future or not, but its unlikely to get updated before 2.0 imho.
Only "issue" I've run across in my first run with this mod is that the Iowaclave just won't call the Chicago Enclave to its wars, and since it has no border with the nations east of The Order and Lincoln, it gets stuck in a permanent war.
A compatibility patch for Enclave Reborn Redux and Rustbelt Rising hasn't been made yet. You're gonna half to wait a bit.
