On the balance side, four research slots is more than other equivalent nations get. Three or maybe even two is more usual, and wouldn't cripple you due to how little technology access you have.
Speaking of, a little more technology access earlier on would prevent what happened to me: having nothing to research for most of the game. Dredgers giving intermediate robotics and Broken Coast giving intermediate infantry equipment are the obvious possibilities. Also, being able to made APA while not understanding anything about power armour construction is a little odd. You wouldn't be able to spam APA due to lack of resources, so it wouldn't be a problem if you could at least research basic power armour earier.
I found the pacing generally quite good as the Koover/Sylix/Passkeepers alliance made a good end boss, but I only got access to the more advanced technology afterwards when there was nothing to do.

Fishermen is a lot more generous than every similar focus in every other tree. Days per factory varies from 15-30, while Fishermen gives you 5 factories in 45 days.

Also, devoiding 1/4 of a focus tree to whale trivia is a silly idea which could have sprouted only in a silly mind of a silly man and this type of sillines is something I cannot support. For that reason I think that original author should be executed in a gruesome manner in presence of a rowdy crowd BUT before the show we should gag him so he cannot share heart-warming, mind-changing, inspiring words nor further trivia about aquatic animals. You Mr SOUP_ are OK in my book so far, but to prove your fealty to terrestial realm you should be present at the show, preferably in an active role.
