No, this is an addon. You can find them on the addons folder in the spawnmenu.

The Model Manipulator is a tool used to edit which model NPCs or props use.

These aren't NPCs, although they can be made into NPCs with the model manipulator. These are ragdolls which can be found in the "addons" tab in the spawnmenu.

Then you must be looking at the wrong models, if they do not look like the ones in the screenshots, then their not because of this addon. And these are hexes, not replacements.

I'm not sure what is causing this, you could have the wrong models, or it might not be uninstalled properly, or you forgot to unsubscribe.

No, these are hexes, they have HD Facemaps, and HD citizen clothes, plus HD custom outfits. You can find them by searching "People" in the search bar in the spawnmenu.
