Yes, it does but as in the base game, it has to be in overseas provinces for it to work. I couldn't finish Europe for now because I'm busy lately, but the rest of the planet should work.

Thanks for telling me @Noob Lord , I've fixed the West Indian colony problem, but that it doesn't work in the new colonial zones, I couldn't replicate it.

@ljj387411 Yes, I will add more colonial zones and when I have all the colonial regions added, I will subdivide some of them, right now Korea is inside the Nippon Colonial region.
