You can right click on each NPC to spawn it as a unit or you can copy the model directories to put into the Background NPCs example module to spawn them as defaults.

It would be hard to do full citizen replacements since they're multiple models.

You need to have the other 2 mods for it to work. Go into the More Civilians category to find the civilians. This is not a reskin.
