I've abandoned most of my modding stuff due to lack of time (RL can be a distraction). So I'm not likely to update a mod anymore. That said, the recon promotion grants your aircrafts the "Recon" ability, as it was known in Civ V (at least if it still works). This means it grants you a 6 hex radius of sight, unobstructed by any obstacles (hills, mountains, ...).
I never did a full list of all promotions outside my own onenote sheet when planning this mod, sorry. I can see whether I still have it lying around somewhere, but won't promise anything.

I managed to take the time for an entire marathon game of CivBE. Well, ... almost an entire game. I fixed anything that I found broken, though there probably is still something hidden somewhere that doesn't work as intended :(
As a special note:
This version now introduces promotions for recon units that can earn experience. The default explorer can't, but several modded versions CAN earn Exp, so this mod should grant them promotions.
Given my preference, I'd just love to punch out a "Scout's Progress" mod for CivBE, but frankly, I don't know whether I can find the time (barely managed to build v2 of this mod). Don't know whether or when I might make time and motivation coincide, so no promisses on this front from myself.

This isn't the only mod affected, it appears to be common in mods after the patch.
I'd suggest:
- No exp. gain from a promotion
- The Medic-promotion (healing adjacent units) should only give a Heal-bonus to the adjacent units when they're in Heal-mode
- More/All promotions available from the start, not just two
- Weaker promotion effects in general. Marine 1 gives 100% Defense for embarked units and no negative effects when attacking from water. Just makes me wonder - How can Marine 2 possibly top that?
BE does seem to be a lazy piece of gaming software, lets hope Firaxis gets their act together.
I'm soo looking forward to seeing this promotion moding bug eradicated from CivBE (The problem alas is Firaxis side, but I'm trying to work out ways myself, if I can manage it).

Sry, but I wont upload it elsewhere for various reasons. With the bad news said, I really recommend fixing steam/CivBE mod downloads instead. Makes it a lot more comfortable to get updates and new mods anyway.
Usual Steps to fix mod problems:
Backup mods, unsubscribe from all, clear mods folder, resubscribe mods, restart steam, start civ and check for mods.
If that doesn't work: Reinstall Game
If that doesn't work: Reinstall Steam
If that doesn't work: Contact Steam Support
glad you like the mod. I'll probably (as in "highly likely but not yet 100% certain") add my Modding Framework as a prerequisite for V2. Then I can simply add some advanced starting options to allow you to choose your prefered XP pacing yourself when setting up the game.

glad you like it. This is a known bug, for which alas Firaxis is responsible, there appears nothing we players / modders can do about it but live with it (and do some workarounds).
Possible Workarounds include:
- Changing screen resolution and changing it back again (For Details see discussion)
- Unchecking and Rechecking the mod during mod selection (@teinedraig)
While the empirical data is still shaky, it looks like playing in windowed mode (as in opposite to full screen) significantly reduces rate of occurence.
